Need help with 2000 dodge stratus it is not running due to lose of power and oil in spark plugs?

I have a 2000 dodge stratus. It lost power when going down the road. Pull over and oil had went into the spark plugs. I checked water no water. So i put water in it and tried to crank it. Well water came out of exhaust pipe what might be wrong. And how much am I looking at to fix it.
